Yeah I saw that too; it confirms that it was Mumbo flicking the levers in his machine every so often to light the lamps. That screenshot is of him setting a short redstone clock to deactivate the final light and trigger the explosion/fireworks.

MumboJumbo built and probably started the thing itself. It's his style of building, he showcased it first out of all the hermits, he doesn't have any major plot-lines in his episodes other than Pacific and it would suit him to create another one, and he is one of the few hermits that are capable of designing the redstone systems behind it. He was the first hermit who "found" it, and he himself stated that he was the only one online during the period in which it was built. He made it the central theme of his video and his next episodes were very focused on the HCCBS and Bumbo Baggins Society plot-line. He was also found purchasing many of the key elements required for the build from the Barge around the time the sign-up system was made. (I could go on and on, for example about how many hermits he told about it, but this comment has gotten long enough)
